You were supposed to remove the " at the front of the URL in the highlighted text block.

I fluffed up your URL to expose its punctuation, for the benefit of other PUs who know Google scripting better than me.

Your use of Web1.ResponseTextEncoding looks wrong to me.

From the name and a little Google searching, I think it is meant to help bridge between different character encoding standards (UTF-8 vs iso8859-1, ...) in an international cross-language environment.

I would just rip that part out.
