To be clear with you. If you actually know how to make a emulator then it shouldn’t be hard to make a downloadable app emulator to emulate your user’s apps yeah? how do i even make it function. Using Windows, when i download it and OPEN it, the app inventor Emulator opens a command prompt that I can’t type in or really do anything it seems, what am i meant to do with it?

If you are referring to the MIT aistarter package, that sits in the background until you open a Project and within it issue a Connect->Emulator request.
Here are alternative emulators, if you don't like MIT's emulator.
