I turned off windows firewall but still noting. Will editing the PHP work ?

First you have to see a page index.html (not index.php) found in htdocs.

Go to the htdocs directory, do you have a file called index.html?

Once you get to see the index.html page, you need to install PHP.

I can see it in my browser but not in APP inventor webviewer.

Please confirm that if you enter http://192.168.1.5/index.html or http://192.168.1.5/phpinfo.php in your host computer browser that this also returns the respective web pages....

Do you have another device in the building you can use to test, other than your phone?
Try to view the http://192.168.1.5/index.html with that.

It works first time on another machine. While installing Abyss it requires a check about local networking. I may not have clicked this when installing it on my computer.

What does ?

Ah, so that was from a different machine where you also installed Abyss? (and it had the same IP address?)

In which case, yes completely uninstall Abyss from your first computer, restart it, then try the installation again, accepting the local networking check this time (if you get one)

Then test again (turn off the second computer's Abyss)
