You need WRITE_EXTERNAL_STORAGE permission to create files in external storage.

But after updating nb184, this problem occurred

The problem is pertinent to all file action: Storing, retrieving deleting - just dreadful.
It destroys all older Application when opened wit the new release!!!!!!!
