You do not have to create a spreadsheet to create a google apps script. Go to https://script.google.com to create a standalone script.
You will need to deploy your script, then get the script url. See these guides:

When the script runs it will fail, because no parameters have been provided, but then it should work from your app. Tested and working here. You will not need to request the WriteExternalStorage permission if using Android 10+.
