Is there any way to make an app which can retrieve video links from a YouTube playlist link
What you hope to do is probably impossible . YouTube does not want developers to provide access to their videos the way you would like to do it. They want users to use their facilities.
YouTube does not have an open api. I believe you are out of luck.

If the videos are yours, you could host them on your own website, it’s not that difficult.

Idk, how do third party youtube playlists downloaders work then? Just out of curiosity.
