Is this a bug
The permission READ_EXTERNAL_STORAGE has been denied
I have given the .ask permission block, as well as I have ticked the read and write permission in the designer with the legacy file scope
Any answers for me wolud help me out ?

This does not look like a valid filepath.
You can't read a file from the root of the emulated sd card...
Try to read from shared storage like /Download or /Documents
