Did you follow the advice http://appinventor.mit.edu/explore/ai2/mac ? If you previously had the emulator installed, you may need to perform a hard reset. Be sure to follow the steps in Step #2 here http://appinventor.mit.edu/explore/ai2/setup-emulator

Could you clarify better what you mean by it does nothing? Did the installer not launch? Or did the installation proceed successfully but now it appears like nothing has happened?
For the former situation, you may need to right click on the pkg file and select "Open" to launch the installer. For the latter, aiStarter runs as a service in the background, so all you need to do is use the Connect > Emulator option to launch the emulator.
When I click the version 3.0 just no downloads
This appears to be a change in recent versions of Chrome that you can no longer download files over HTTP. Try using another browser temporarily to download the installer.
Now It installs, this one should be closed.
