Because the update to API 31 has not yet been released.

You can get the 2.64 companion app from the play store (but the AI2 release will remain at 2.63).

It's worth noting here that the companion targeting SDK 31 will be version number 2.65. The 2.64 version aims to address the need for HTTPS on App Inventor.
