I have edited my topic 19 times but after 19 times I cannot edit anymore, whether it contains edit limits or what

There is a time limit, for the life of me I can’t remember how long - about 7 days?

It doesn’t normally take any time at all. Could be your Network, Broadband, Browser. I use Chrome for the forum, no issues.
