So, apparently, I was watching this video and saw this polished & modern UI of App Inventor. I’m just curious where is this UI.

Go to Settings > User Settings, and then select the Neo UI from the options.
It's not neo UI. It looks a little bit like Kodular.

While the App Inventor that David is presenting is:
Even the icons for components are different
I know, I mean David from the video is not Neo UI and I was wondering where did he get that UI.

I see what you mean. But in the video it looks just like Neo.
It could be OS dependent (e.g. Mac), or an MIT internal version. Evan will advise.
But I was opening NeoUI on both Microsoft Edge and Apple Safari. The UI looks the same.
The captured screenshot there is a mockup that was based on a version done with Kodular. However, what was finally implemented in App Inventor and what is used for the actual app building portion of the video is the Neo UI.
