To be allowed to create wikis you must

  1. Be staff, (admin or moderator) in which case you can convert any existing topic to a wiki
  2. Have min trust to allow self wiki which is set to 3, which allows you to create your own wiki posts.

what is the minimum trust level to be staff?

Staffs and Mods are TL4 users.

Just staff can create wiki posts but anyone can edit it, as mentioned in discourse, right

In short,
TL1+ users can edit wiki posts
TL3+ users can make their own posts wiki
TL4 users can make any post wiki

But TL3 users are not staff

There is difference between converting own post into wiki and converting any post into wiki.
