You have described what your Project will do but you have not told us what help you seek. It is certainly an ambitious Project. Perhaps you have already started to put it together? I would be inclined to develop for Android and later adapt for iOS. Your App will need to avoid extensions as they are not accepted for the iOS platform unfortunately.
Also, not sure what you mean by "Bluetooth Web". I suggest you draw a diagram that illustrates how the whole process is intended to work.
