Vertical arrangement containing two horizontal arrangements

How can I create a top level vertical arrangement containing two horizontal arrangements? When I try to add the second horizontal arrangement it always becomes a child of first horizontal arrangement. I want the second one to be child of the top vertical arrangement.

You have to look for the blue line to see where the other arrangement is dropped.
