Yes an Android tablet will work fine. You can use a tablet with Companion or build the app (create the apk) and test the app using Companion or the built apk loaded into the tablet.
If you mean use a tablet instead of a PC that too can be done but a bit awkwardly. (see Search results for 'use a tablet to create app order:latest' - MIT App Inventor Community for list of discussion links),
