Updatable values by csv file

Hello, i am making a somewhat-weather app and the values are stored in a csv file that gets updated every 10 minutes. How can i import it to my app?

Where is the csv stored ?

The csv will be stored locally at a computer and i need to upload the updated file every 10 minutes or so

Anywhere online that suits you, and that can be downloaded by the app would do...
