RETRACTION !
Why is there an AI2U folder if it is supposedly old and no longer used?
I installed the 3.9 executable and the .exe works once and then quits.
However, I wrote my own .exe to fire up the modules of AI2U and it works 
well it works sometimes and sometimes not but not any different from AI2 online version !
sometimes the companion will load and sometimes it will not but AI2 does run in the browser and loads the current app project.
Why does the companion fail to load the files?
This refers to AIStarter which was last provided in version v46 of AI2U. I use this when I want to connect via USB (offline).
Are you getting an error by the way ?
If yes post an image of that to let us see what the error is.
If you read here you will see what I have gone through to get OFFLINE version working @SHUBHAMR69 . I have finally gotten it to work but it ALWAYS fails saying it cannot load my files for the app. THE VERY SAME THING happens if I am lucky enough to connect to MITAI online
@SHUBHAMR69 I will help you if you need it. I can give you the exe I designed to make offline work also if you cant get it working

What files? Files in addition to your Project File (.aia) such as images? Or do you simply mean your Project Files will not load. Please be specific Wes. If you cannot get your Project files to load, post one here for us to test and examine.

Try opening MIT AI2 on an Android Device by directly going to the link http://ai2.appinventor.mit.edu. If it works, download an Android Emulator and do the work there until the AI2 Offline problem is solved.
aia loads just fine
pictures, html, etc fail. It usually crashes on the first file of the file list but sometimes second or third.
Assets
This does not happen in just one aia but all.
It does not happen with only the offline version but the online also.
All of the apps have been fully successful with no internal errors.
All of my apps are being used daily and run flawlessly.
Yes there have been successful loads, obviously, and successfully compiled.

If you downloaded and unpacked the portable version of AI2Offline 3.9 AI2Offline3.9.7z
take the following screenshots and post them:

Without seeing these screenshots of yours, I won't make any more comments.

Haha! no problem Chris I have read your good help over time and my commendations. I may be 73 but in perfect health and still must cut my hair every 12-14 days. The wife says I have too much hair (on my head not my ears, nose or other elderly complaint areas)

Firstly I can not get Oracle Java. I did use @dora_paz 33 above java and it located in another path.
I tried about 30 different combinations of configuration already. What I have does work but I have the one single error when trying to load assets. I get the same error with online version too so I dont think its my configuration at this point.
I will try to get those screenshots for you soon. Its the weekend and my kids are pulling on me so ASAP ok? Thanks @Anke

Till now I thought that you are unable to connect to the AppInventor server. But now I understood that you are talking about the Companion.
In that case try the code-ai2 website for MIT AppInventor. Its companion is different and downloable from that website I think.

I successfully ran the companion 5 times in a row !!!
It connects rapidly and I do NOT get an asset load failure!!!!!!!!!!!
This PROVES that my asset loading errors is not due to any configuration problem on my PC
I still would like to get Offline version working however because I spend much of my year in a remote primitive village with a weak connection.
REALLY NEED OFFLINE .... presently it works but fails to load assets and crashes
