Why I can not SEE the option of the theme in one screen in the right Bar of the theme of a title
All project-level properties like the Theme property were moved to a separate dialog in nb195. Use the Project Properties button on the design toolbar (next to the screen buttons) or the menu option of the same name under Projects to access your project properties.
