Can an image be placed directly in the Google Sheet cell or should the image be placed in Google Drive and put its address in the Google Sheet cell?

Do this, then you can use the url from google drive (other online location) to be able to fetch/show this image in your app directly.

There is no (easy) url for an image placed directly in a google cell.
