Textbox height still not fill parent even with multiline enabled

In the provided file, neither HorizontalArrangement2 or PostDesc are set to fill parent - hight

After an hour (now) I tried again which was quite surprising, seems like the designer was not updating because of the internet connection thus it didn't work...
It is strange that this even happened...
