Scanning devices in blue tooth only works on my mobile

Hello, I have created an app that uses blue tooth communication. The app works great. I produced an APK and when I passed it on to a friend it was defended and visually looked great. But scanning the devices on his mobile does not work at all. The mobile device detects the Arduino BLE circuit in front of I work but the serviced app does not detect anything.
This has not happened before. To my surprise, the same phenomenon occurred on another device.
We have removed from the mobiles all the prohibitions and restrictions of safety. It's not over yet.
I scanned the APK code bar with the friend's mobile after installing the MIT APP AI still not working.
The device type is - OnePlus 5 pro. The second device it did not work on is Shiomi - like mine ...
Has anyone heard or known of such a phenomenon? I have been working for over three years and have never encountered it. Includes search in various forums.

Is bluetooth device paired with phone before using the app or not ?

The app must have location permissions and the location service / GPS must be enabled on the phone.

In the new generation of blue tooth there is no need for pre-coupling to mobile. It happens automatically. Despite this I tried to perform a pre-coupling. As mentioned the mobiles all recognize the BLE component. The problem is directly in front of the app.
