I am trying to follow the AIME2022 Punya Example and it shows a sum-of-all logic block but I am not seeing that on the Punya instance I am running.
You should be able to find these blocks in the logic category of the blocks editor. Note that depending on the vertical size of your screen you may need to scroll the drawer down to see that block.
