I am a middle school teacher and one of my projects is missing all of the blocks. Two of my students had the same experience.
Blocks may not have been saved to the project after losing internet connection.
After losing internet, a red error message is displayed. You may have continued building the application despite the message. Then all added blocks were not saved.

In the Designer, check Screen1 for the Blocks Toolkit attribute.
Make sure it allows all blocks.
Some tutorials leave it set wrong.
May I ask if you are getting any error when loading the project?
