The problem with that is that I don't want to increase the speed of the mousewheel in anything else but App Inventor Blocks. The rest are fine.
I noticed it too, that's why I came back to Chrome. For me, the problem was scrolling vertically. The speed of scrolling in the horizontal was good. Try your solution.
Firefox fixed the problem in a recent update.
