My extension is getting an error

Note: The file plugin must be .zip.

When I include this plugin in my application, my application gets an aapt error. The only purpose of the plugin is to enable kiosk mode with device management permission.

If you're building your extension through the in-build-tree process, you should be able to run a local build of our app and get the complete trace of the build, including the AAPT output. That will be the most helpful way to trace what is going wrong.
