No, App Inventor is meant to be run on google app engine.
However, you can run it on your device too.

Hello superboy

It is possible to write a desktop version in almost any coding language, but such a Project would be best described as huge and since App Inventor and Android are updated often, it would require a lot of maintenance too.

You can surely do it but.....

There was a project that replaced the App Inventor code generator with one that produced Java code. However, as far as I know it was never open sourced.
