Issue with List of List

Hi,

I am trying to construct a JSON Request (Post) to submit the data to the URL. However, I am getting following error in the Call Web1.Post Text Block.
The code is attached here with error which I am getting. Basically, I have a 9 row, column square, I have picked values from each row and set them to an empty list. This is done for all the 9 rows. After that, all the 9 rows are set into another list with 9 rows.
