Is there any way to add SVG animation to project without using webview object ?

There is no way to do this in base App Inventor. There may be an extension that does it but I am not aware of any. We do allow for using static SVG for Marker components, but animating SVG is another level of complexity beyond what we have the resources to implement/support.
