I would like to apply a "black and white inversion" or "negative filter" to an image.

Is there an extension that can negative invert an image? Also, is there an extension that allows image processing (hue adjustment)?

Yes, there is an old extension ImageEditor from Mika (Kodular team) which I used a long time ago:
