It sounds that you're using any extension that need to be updated.... Are you using any extension?
It would be informative to do a Google search on the text of that error message, starting from the word Targeting.
Maybe you could grab the text and post it as text here, not an image?
Maybe it's cause the NET extension but I don't think so bc it's only when clouddb data changed and there isn't any blocks for NET extension
List all extensions used and check whether they are all up to date.
