Ai Starter should have a short-cut icon on your computer desktop. Double-click or right-click-open to run Ai Starter. You should see a (black) Command Window briefly, then in App Inventor select Connect/AI Companion.

AIStarter is just a debugger, listening for requests to start debugging a project in the background.

You have to start a Project at the AI2 web site ai2.appinventor.mit.edu , code something, then Connect to the Companion.
