From my experience, you have to start the app with Wi-Fi connected, if you want the IP to show. It does not affect basic function, though.
Correct, the Wifi IP address is only shown for debugging purposes in the legacy connection. The standard connection will enumerate all possible addresses at which the device can be reached and a negotiation between the browser and device occurs to determine the best possible route (including using the cellular network on phones, if needed).
