Where do I go to report a bug? The else is executing both when the condition is true, the then executes as well as the else.

Perhaps your issue is not a but, rather a coding error?
You might post an image of your blocks and/or an aia providing an example of the issue you think you have.

The blocks are correct. Both the then and the else are executing.

You need to add a break block after your UpdateQuestion procedure call to stop the foreach from continuing to the end.
Note, however, that if the first question did not contain "won", then you would get the notifier ...
