If you're referring to using the Alexa Skills Inventor system for managing student accounts, yes this is restricted to the US and UK. However, anyone can build a skill at alexa.appinventor.mit.edu with their own Alexa Developer account. The only constraint right now with skill development with App Inventor is that the code generated internally assumes US English as the input/output language, so responses may not sound fluid in the user's target language.
