At the moment, this is a test service and only available on our Google hosted infrastructure. Eventually it will be available via code.appinventor.mit.edu, at which point you would be able to use it from an area that blocks Google access. If you're willing to take a plunge, the infrastructure behind this version is now a public pull request that you could build and run yourself:
