How to send normal mobile notifications?

I just want to send mobile notifications through my app like these:

However, I searched for this in the community, I found different methods which require an internet connection and Taifun (which I am not finding any good tutorial of and I am confused in that).

If anyone can tell me how to send these type of simple notifications without requiring internet would be helpful.
