How to make a pop-up / notes screeen

hello, is there a function to “pop up” a screen for a “note” to read and then close?
I wish to let the user to click the “read notes about this” button and have a pop-up screen (not covering the main screen) with the explaining text.
When the user clicks the popup this disappear.

Easiest way is to use the Notifier with the Message Dialog (not the Alert)
