If your App Code includes a Block that, for example, requires the Internet, access should occur automatically, since the phone User will have needed to enable WiFi for it to be available.
For example, set-up a tiny test Project:
Build as an APK. The website should be displayed immediately the App is run if the phone has previously been setup with the WiFi System nearest to it, no in-App permission required.
