How do you play a recorded message while a phone call is in progress?

Hi, I have created an App Called The Protector. The purpose of this app is to call the user's 3 emergency contact numbers and play an emergency message that the user already recorded. How can I do this? I believe the "sound is locked" and this may not be possible. I would appreciate any help thanks so much.

Easy alternative, send texts instead ?

Thanks, I thought of doing that too. Just thought it would be cool to play a message. Thanks a lot.
