How do you make the window application suspended?

I want to make an application and let the application hang on the screen. How can I achieve it?

If you were to do that, how would a user escape from the "hung" screen ?

Please provide an example of what you are trying to achieve (and perhaps why...)

I want to make an application displayed by the monitoring screen, which can be suspended on the screen. Close it can choose to exit the application, or to make a back button in the suspension of the window
