How can such an overlap design be made?

The Layout is constructed with Arrangements:
The area boxed red is a Horizontal Scroll Arrangement;
The area boxed blue is a Vertical Scroll Arrangement;
The area you have boxed in purple can be achieved with a Toast component - currently requires an extension.
Search Taifun's library of extensions, there are a number that provide Toast: App Inventor Extensions | Pura Vida Apps
Note that the Screen itself must have scrolling disabled (via the Attributes Palette).
