Horizontal Scrolling one by one using fingers

How can I do something like this?

I do not want to use a horizontal scrolling arrangement, but I want to browse the elements in horizontal arrangment , one by one, using the finger, as in the video, so that only one element appears in the middle of the screen, and I can set events for each element that is displayed on the screen , as in Video and audio app .

Have you played with the ListView yet for this?

There is a Horizontal option in there somewhere.
