For text to speech to work in any language, there needs to be a TTS engine (Text To Speech executable) that supports the language of interest. The one your phone defaults to is usually Google's, because they deliver it with the Android Operating System that your phone is reliant upon. If Google's TTS does not support the language of interest, you can add a different TTS engine that does.
