How to design a soft so that Android TV can show the image from the USB camera and can be controlled via RS232

I want to prepare a program for viewing images from a USB camera on Android BOX TV. Unfortunately, in AppInventor, it is possible to connect only the internal camera from the phone as standard. Is it possible to view the image from USB?
