i need to download an app but i don't know if i need a sim card

To use App Inventor you don't need a sim card in your phone. It works also on tablets.

Where do you want to download from and how? If you are using wifi there is no problem, for data you need a sim card.

but i don't have a tablet and can't get one

You can also do it with a phone.

you don't need a sim card in your phone, but you need a connection, wifi is ok
