Display multiple pages of text

Hello.
Can anyone advise me?
I want to display several pages of text in the application of my choice. Each text group can have its own key.
How would you recommend me? Store those groups of text in a database or as separate files e.g. csv? There are about 15 groups of 5 pages. I would like it to be in one application.
