Could I use Google material web components in MIT app inventor? I like that style so could I make an app using that style?

Well, I want to achieve google's web design in my apps.
As you will have seen, material design is created for web applications. Given that, all you work would need to be in html inside a webview.
There are several extensions available that could help you modify existing components to get the "look" and "feel" you are after?
I just want better design. Give me a link for best ones
You mean different 
A couple that spring to mind: Enhance and Phase, but there are many others.
As I can see, Phase is for animations, but I want for design.
Arrangements, and Responsive for fitting multiple devices.
Project Properties for off the rack one size fits all styles.
Avoid Barnum font.
Simple solution for design is use Material Design icons within your app
