Can I write an app that recieves a mqtt message and thereafter block other apps?

Hello,

I want to block a number of apps on my kids phone (you tube, games etc.). I want to be able to block the phone when I send ON to a mqtt topic, and when I send OFF to the same topic the apps are unblocked.

Would it be possible to write such an app in App Inventor?
