It might be possible via Android Studio, it might be possible via App Inventor - it all depends on the Bluetooth Device. Most BT devices do not permit over-the-air security changes so you first have to establish, from the device documents or by contacting the manufacture, if it can be done and what the parameters are - these differ beween manufacturers, there is little common ground.
