I know the downloads directory on Chromebooks is represented by "/sdcard0/downloads" (I think) and by writing a file to that directory, I can write (but not read)

Use relative paths, i e. /Download together with file scope Legacy

There is shared storage of the device and there is the ASD - application specific storage...
